a. We're not in the EU. In the comic Israel+Palestine is in "Europe's back yard" because it's a lot closer to Europe than to the US.
b. Europe, as whole, doesn't really feel all that bad about WWII; after all, they weren't ALL responsible to the war & the holocaust and all that jazz. Though these elements are very noticeable in Poland-Israel and Germany-Israel diplomatic relations, so regarding these countries your statement is somewhat correct. Anyways these two countries aren't the whole EU.

@Nichy actually the reason is very simple: We're in the Euroean Union because Europe felt bad for us at the beginng and cuz of wwII. It was kind of a way to say they're sorry.

@RussianIrish - well, a lot of Israelis are european immigrants (or descendants of such), mainly from the former soviet union and central europe. Though being an immigration-based state, israel is still inhabited by people with practically every color of skin\hair\eyes, and there isn't an "israeli look".
