Probably because Humon has actually interacted with Italy or seen more of it and its people in media. Then rando Japanese guy who writes Hetalia and clearly knows nothing at all about Italy stereotypes or otherwise.
A cocky macho guy with a chain, slicked back hair, and chest hair saying "ciao"? Yeah sounds about right. Would even be Italian-American if you nuke the good fashion sense (keep the chain though) and instead of "ciao" it's "Eyy".
But Hetalia dude? Man, I don't have the foggiest sexual intercourseing idea what those two Italys are supposed to be based off of. Either one of them. Its like he knows Italy exists and thats about it.
