Both Koreas were in talks for literally decades with little meaningful effect. Then Trump came and pull a classic Realpolitik trick: "you are threatening to pull out of summit? Well, then we cancel the summit. Have a nice day". Its basically classic of national-era of international politics. Granted, for the era of international era it wasn't common, but still workable as a method of bending the opponent.
