@Tarmaque I agree, up to a point. One *big* problem with responsibilities of the citizens being defined in a document like the Constitution is that it far too easily exactly what Itama said. Besides, rights can be defined and upheld easily enough, true responsibility requires a voluntary choice. It's not something you can force. What we need is *cultural* change, not legal change.
