Uses 5 different metrics (daily new cases per 100k population, infection rate, test positivity, ICU capacity used, and contacts traced) to determine how well states (and even down to the county level) are dealing with things and their ability to handle any increases in infections. And because everything is a rate or per x population, you're not just looking at a population map (https://xkcd.com/1138/).
It also is basing things on the current timeframe. Yes things were bad in NY very early on, but it's A LOT better now, whereas states in the south weren't too bad early on, but are getting hit hard now.
