There are things such as a rain cloak that's specially made for bikers (such as loops by the hand-holes you can hang up on the steering stick or whatever you call it -- or winter wheels for bikes. If you need to park your bike outside, a simple plastic bag will do to cover the saddle. Lots of two-wheelers in Finland too, even if some hills require more effort going on uphill -- but then again, downhill makes up for it.
