Their booze is between Finland and Estonia in cost. Oh wait, that's not what you're asking, is it? lol. I don't think Scotland is Nordic, although the Scottish culture, especially the folk tales, bear a remarkable similarity to the Scandinavian. But some similarities isn't enough to make a country Nordic. But, there already are two concentric circles, there is Denmark, Norway, and Sweden, which share very close linguistic, political, cultural, historical, and geographic ties (to name just a few). Then the next level adds in Finland and Iceland, which each have one notable difference, but share pretty much everything else (Iceland is not geographically part of Scandinavia, and Finland has an unrelated language). Those two levels already have nearly universal consensus. The next level could include places like Ireland and Scotland that have close cultural ties (given that they both, along with Russia, were colonized by the Vikings), places like the Netherlands which is politically very similar, or anywhere else that has one strong tie, even if they don't have the rest. I have no idea what word to use, or exactly where to draw that line, but it's a thought...
