Actually, Norway would have crossed if there was no car in sight. It is legal for pedestrians in Norway to cross during the red man signal if there are no cars coming toward the crossing. I think the only way to get fined for jaywalking in Norway, is to run out in front of cars.
i've never heard of anyone getting fined for it though, so the chance of getting caught I think is close to zero.
