Seeing how winter destroys roads in my area, it's an issue. The snow alone isn't too bad unless my car's bottom is scraping the snow. It's how the snow & freezing shatters pavement that's the issue here. It leads to 6 inch deep potholes along, or rarely across, major roads and even state routes.
(Also, we don't teach new drivers how to handle winter conditions, they seem to be put on the roads in a FWD car with no clue how to handle loss of traction, what to carry with them, how to escape snow drifts, etc... Which usually leads to at least some level of panic, and that just makes all of the above even worse than it usually should be.)
