This is completely false, Welsh be it modern or otherwise descends from a common Brythonic language that no longer exists, like a Brythonic version of Latin. Modern/Middle/Old versions of Welsh, Cornish and Breton are all children of that language. Which dates back to around the fall of West Rome.
