Israel denies Palestinians statehood, so Palestine doesn't have a working government to change old laws or make new laws. Palestine is left with the laws before 1967 when Israel drove Egypt and Jordan out and occupied. So on this topic, Gaza has the same amount of LGBT rights as in Egypt and the West Bank had the same amount of LGBT rights as in Jordan (Jordan recently passed laws recognizing gender transitions for transgendered people which means the West Bank will probably follow behind soon). Basically, Gaza supplements its lack of governance with taking notes from Egypt while the West Bank does the same by taking notes from Jordan.
