Okay, here's how I think it works:
Brother N. Korea is the main representation of N. Korea, and represents the militaristic, oppressive dictatorship. He's the one we've seen shouting at S. Korea.
Sister N. Korea represents the oppressed population of N. Korea and would happily go without the blanket if it weren't for Brother N. Korea.
