I feel like this is something Switzerland would do, randomly turn up at an EU meeting and ask people to carry his money and sigh about the burden of such great banking. Then he'd sashay out like "I'm sorry, I'll leave you to it, I'll just take my burden with me." and everyone is staring annoyed, and France is jealous, because France is starting to want out too.
