Actually it really depends on where you live but I passed my drive licence in south-east, the most dangerous are tourists waling on the street in YOLO mode crossing the road just behind you. It's a miracle if I didn't ever killed a "chicken" in holidays. For the other problems involving our way of driving it's easy to understand : senseless hard and not very adapted to real streets driving code.
