The first personification of the USA was Brother Jonathan. Uncle Sam only came about during the War of 1812, while Brother Jonathan was around during the American Revolution. There is a female national personification of the US, with that being Columbia (I guess that's why Americans often misspell Colombia the country as Columbia). I don't know too much about Canada, but apparently Canada has several national personifications. There's Johnny Canuck, who was later recreated as a WWII comic book hero, Mother Canada, and Le Vieux de '37 (French Canada).
