@PokemonSoldier barbed wire is, by amount sold, rarely used for nefarious or pejorative reasons, but for containing livestock, and not as a punative measure. Where livestock is expected to actually be in contact with a confining border, smooth fences are almost always used (you don't actually want to harm the animals). Barbed wire is only used for very large containment areas, such as on ranches. It is used because it is cheap, easy, and reliable to install and repair. It is barbed because animals will simply press on a barrier until it collapses if they wish to roam further, unless of course it gives them a little prick (look at barbed wire, the prongs are very short). Nothing to be ashamed of.
