@Packless1 They couldn't reward disloyalty. Rewarding him would have given others incentive to disobey their orders. And they didn't want to draw attention to the fact that their launch detection satellite couldn't be relied on. But hey, they gave him an apartment in Moscow with a telephone, so that's something! (Though keep in mind Moscow was target #1, so not much of a reward if you ask me).
