OP says there is too little focus on responsibilities, you say that a system with responsibilities sounds like fascism. I say that personal responsibilities and rights are two sides of the same coin, you can have a system that gives everyone rights, but that implicitly means that someone else has responsibilities, or you can have a system that gives everyone responsibilities, but that implicitly means that others will have rights.
I haven't tried to do anything dishonest, I am just stating my point of view.
