The rule about honorific suffixes I keep in mind when I started learning Japanese went like this: "Respect travels up the social ladder; familiarity down." Or even shorter: Titles go up; names go down.
Akane: "Want me to brush your hair, Oneechan?"
Kasumi: "No thank you Akane-chan, I've got it."
