Go lookup "munchkin cats".

Much the way people 100 years ago forced dogs to inbreed in order to give them new deformities relabeled as "traits" of the "breed" (and eventually significant health problems), more recently it's been done to cats, creating this deformed, mutant "breed" with tiny forelegs that forces it to limp around in a way cat-fanciers decided was "cute". They're known the be quite affectionate to humans... because they're aware that they're nearly crippled and entirely dependent on their human owners; certainly not capable of even attempting hunting for their own food. Owners laugh and squeal at its adorable antics as it attempts to... walk, and climb on furniture, with a decidedly imperfect success ratio at these things normal cats take for granted.
And it's a new "breed", which means whichever ones you see around now are almost certainly the child of two full-blooded sibling cats forced to breed with each other (or a parent-child inbreeding). Not 100 years ago; possibly LAST year, and that same person who sold you the kitten did it to them!
