No, it's a reference to the fact that they are consistently the lowest ranked state in the US for education (currently tied for that esteemed title with New Mexico).
I concede that the major factor there is underfunded schools, which not only lack resources such as teaching materials, textbooks, etc, but cannot afford to pay a competitive salary to better teachers, leaving them with the leftovers.
