@Smartis same with Sister America's boobs too I think it because in comic/"chibi" forms there bodies are smaller so their breast look bigger plus Sister Sweden and Sister America having huge tits is part of the joke. Same with Sister Germany though she was created later.

Sister America and Sister Sweden and Sister Germany should hang out and be friends they could be "breast friends"
