But what's interesting is the question of where one draws the line at "lost territory" I believe that even when every inch of the "nation" is drier than the Sahara there will be tiny bunker-like settlements of a few dozen people living off of shipped-in charity. They will be propped up entirely by a healthier nation that wants the power afforded by a puppet-state, even if it is a state in name only.
Syria already fell into civil war because of climate change, not that most will admit it. And it only stands because of the backing of foreign nations.
