The claim comes from a very flawed 'study' done years ago that checked a couple of high value streets in London and then extrapolated that to cover the entire country, and even then the vast majority of cameras were small shops with a camera linked to nothing but an old VHS machine. That 'report' has then been repeated and quoted so many times by other sources, often without attribution, that it is easy to find dozens of articles that back up this claim without realising that they are all just repeating the original flawed study. https://www.channel4.com/news/factcheck/how-many-cctv-cameras I live in the UK but I've been to the US, Canada, France, Sweden, Belgium, Switzerland in the last few years and seen just as many cameras in those places.
