Nancy Reagan started that campaign and coined that phrase for it, in the 1980s through the early 1990s.

There is, unfortunately, no evidence to suggest the campaign had any effect whatsoever on young people's drug use (though I believe it DID help her husband get re-elected for a 2nd term.)
