I think medieval Ireland had something similar.

@BGMan It's not unusual in empires with strong sub-kingdoms. The Holy Roman empire also elected their emperors from a selection of Archdukes. Kingdom of Kongo and the Mongolian Empire were also elective.

@Mixu With Temijin the lines are kind of blurry. While he was elected Great Khan by the Kurultai of 1206 I'm not so sure they had a real choice. The mongol empire and its successor states (such as the Golden Horde) did however preserve the role of Kurultai, that all of the khans gathered to elect the great khan.

@fiendishrabbit The united Arab Emirates have the same thing. The eponymous emirates still exist but one of them is head of state.
