@Olli Not really, some schools do make happenings and themed weeks, but it's usually kept at that. Toy-shops really try to make it a thing, but once a year seems to be enough for most people to dress up and act like that. In Denmark we celebrate "Fastelavn" or "Shrovetide", which is placed around the end of February.
