Robespierre is a very special character, he was one of the first member leaders of the "Terreur" a very violent period of the French Revolution where republican fought against royalists, and, to be short, he tried to limit the impact of the war and have been killed for it, his opposition to several battles engaged by revolutionaries have been seen as counter-revolutionary by his oponent in his own party.
But beheading is a constant in France and everybody used it, royalists and revolutionaries included.
