When someone gets excited, their heart beats faster. People often get excited in the presence of someone they find attractive.
So in a Japanese comic or cartoon intended to have comedy in it, they take that to an extreme and say that the heart beats so fast that the blood vessels in the nose rupture and cause a nosebleed ranging from a more subdued trickle for more mature comics adding a bit of humor to what I refer to as "The Roshi Geyser" where it shoots out in a manner akin to a firehose.
