The bumping and brushing that a clitoris normally gets with typical PiV intercourse isn't focused or concentrated enough to trigger off an orgasm. With tongue and fingers, it's much easier to maintain the more constant stimulation needed. Many women have better luck with PiV if they're on top and can control the pressure on their clitoris.
