Clueless, by performing a fylkeskommune-reform without actually getting support for it and without actually having a vision of why it should be done that way.
No vision, otherwise the other points wouldn't have happened like they did or being resolved faster or in a better manner. And it would have had proper consequences for the responsible people.
In most other countries where a government is held liable for their decisions she would have had to take her political responsibility a long time ago. But Norway knows all too well that Jonas isn't an alternative at all.
