@IceCubiq Here is your very late answer: It was a technicality. The law used to say that the animal couldn't suffer any harm and since it is rather hard to prove that somebody had fucked an animal that didn't suffer any harm, there wasn't really any incentive to change the law.
It has changed now, but it was mostly for political reasons. People weren't really having sex with animals and those who were probably kept on doing it anyway.
