Sorry I was being unclear. I know this is Sister Estonia, I think the artist drew her super-cute nothing unclear there.
In my comment I was referring a bit to the actual country of Estonia. which I do hope we will build closer relations with.
The brother/sister thing was mostly just a derp on my part, I'm used to calling nordic countries "brother" but halfway into it I realized I don't know Estonia very well so I'll add "brother"+/sister to not sound like I'm excluding someone. When I say that to Scandis I kind of just expect them to know what I mean.
