Actually there's a number of US cities that have grown so disgusted with how poorly the three remaining cable companies in the USA are NOT remaining competitive in the Internet game, they've given those companies two giant middle fingers up. (I kid you not, there are third world countries where Internet is both faster and cheaper than most of the USA... though South Korea tops the heap at 8x the speed for 1/10th the price of the USA average. ) They set up their own fiber optic Internet system citywide, and made it a civic service, like water and electricity. Some are even not charging directly for it; merely wrapping it into property taxes (and the increase is very minor. Despite what the giant cable companies would have you believe, the COST to provide modern Internet is very little; what they bill you for it is ridiculous).
Not true Estonia has WiFi available in most of it's country but only 945.8 per 1000 people have access to the internet. However all internet is free and significantly faster than most other countries (only Lithuania beats them)

Oh? I thought South Korea had the fastest (and cheapest aside from free, obviously)? Hmm... well it was a couple years back I heard that theirs was approximately 8x faster for 1/10th the cost in the USA (which ranked 89th in the same study, btw.)
