I have no idea why Wikipedia has an Anglo-Saxon option, but this would be a fairly logical explanation

One of the reasons Sweden has so many articles is because they have importet multiple Species databanks and have an article to virtually every species and it is great if you work in biology
I checked online, apparently the reason Cebuano is so high up is because several separate people made bots to post Wikipedia articles in the language, to encourage people to edit them. Apparently, most of Cebuano Wikipedia is just one sentence blurbs.
@korben600 As someone who speaks some dialects of the Filipino language, yes, I can confirm. I usually read on Wikipedia when bored, and despite Cebuano having more "articles" Tagalog Wikipedia tends to be much more informative than its Cebuano counterpart.
Still, the Tagalog Wikipedia, alongside the Waray Wikipedia still has the "one-sentence article stubs", just a tad bit less than its Cebuano counterpart, which, of course, is the worst offender in the world of Philippine Wikipedia.
Thankfully, the problem was less prominent in the Kapampangan, Chavacano, and Pangasinense dialects, which weren't too involved in the "article-war" between the Cebuano, Tagalog, and Waray dialects.
And to end this with good news, the Ilokano and Bikolano Wikipedias managed to be mostly free of this problem.

But I agree, this list should probably be ranked by edits. Cebuano and sweden obviously have way too more articles compared to the amount of edits/admins/users/active users... So it probably means that most of these articles aren't worth reading or that they have few VERY active users but then again it means most articles present only one side of the truth...
